The majority of the serious investment in industry goes to the Delhi\/Noida-Gurugram-Faridabad belt of Manesar. The area to the west of Rohtak and south of Ambala is indeed a supply desert, as industry observers put it. <a href=\"https:\/\/www.nicdc.in\">IMC Hisar <\/a>is specifically created to rectify that lacuna. The cluster is close to the recently inaugurated Maharaja Agrasen International Airport and is at a rare meeting point of Dedicated Freight Corridor of Eastern and Western corridors, providing the corridor manufacturers with simultaneous access to ports, rail infrastructure and air cargo infrastructure.<\/p>\n<p>IMC Hisar has an investment potential of \u20b932,417 crore, project development cost of \u20b94,680 crore and an estimated employment generation of 1.25 lakh. It is not an ambitious figure, but is based on a finalised master plan signed under State Support and Shareholder Agreements by NICDC, Government of Haryana and Haryana Airports Development Corporation. Phase 1 is 1,605 acres in extent. Land values are still at accessible levels. The first-mover advantage at IMC Hisar is both actual and quantifiable to a manufacturer.<\/p>\n<p>The master plan has already zoned the cluster into six key industrial sectors: metal fabrication and engineering, textiles and apparel, food and agro-processing, defence supply chain, logistics and warehousing, and light manufacturing. This sector-specific zoning is not cosmetic. It means MSMEs can plug directly into large value chains from day one. Furthermore, as per <a href=\"https:\/\/www.pib.gov.in\/PressReleasePage.aspx?PRID=2158558\">NICDC&#8217;s official announcement<\/a>, freight cost savings of 25\u201335% compared to road transport make bulk manufacturers of steel, textiles, and food products significantly more competitive.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Government_Policies_and_Incentives_What_Investors_Are_Actually_Getting\"><\/span><strong>Government Policies and Incentives: What Investors Are Actually Getting<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Policy landscape in Haryana has been transformed. The Cabinet approved the Make in Haryana Industrial Policy 2026 on 18 May 2026 which supersedes the previous HEEP 2020 and aims at investment of \u20b95 lakh crore and creation of 10 lakh new jobs in the next five years. The policy will be implemented between 26th May 2026 and 26th May 2031. Important, it was designed by the government to incorporate 109 ideas from the industrialists in the consultation process, indicating this is not a document formulated from above and nothing to do with reality.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Key_Incentives_Available_to_Manufacturers_in_Haryana\"><\/span><strong>Key Incentives Available to Manufacturers in Haryana<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Meanwhile, the separately notified <a href=\"https:\/\/msme.gov.in\">Haryana Progressive MSME &amp; Export Promotion Policy 2026 <\/a>is also a force to reckon with for MSME units. Capital subsidy is available for small industries from 15- 30% based on the zone. Apart from this, the state provides rebate of 100% electricity duty for 10 years, reimbursement of net SGST for 7 years, reimbursement of stamp duty and employment generation subsidy and interest subsidy \u2013 3% under export credit interest subvention scheme.<\/p>\n<p>The state has also launched the PADMA (Programme to Accelerate Development for MSME Advancement) umbrella scheme under <a href=\"https:\/\/investharyana.in\">Invest Haryana<\/a>, which identifies block-level industrial clusters and provides developed industrial parks with subsidies and market linkages. Financial assistance under the PADMA Cluster Infrastructure Development Scheme ranges from 50%\u201385% of project cost with a maximum of \u20b945 crore per cluster. For eligible units in Hisar \u2014 a D-block incentive-priority district \u2014 these benefits are even more generous.<\/p>\n<p>The Single Window 2.0, which is in place through the Haryana Udyog Portal, is also AI-powered for approvals, land, incentives and investment support. The policy requires 50% of the incentives to be made available in 7 working days and the remaining 50% in 45 working days. The interest rate for delayed payment is 8% annually. In the governance of industries in Haryana, this form of accountability is a novelty and it instills a sense of confidence in investors.
