plastic sachets every minute, and no one can recycle them because Indian law banned these sachets in 2016. However, the business continued to move forward. That 10-year gap was filled on 10th August 2026. <a href=\"https:\/\/www.businesstoday.in\/india\/story\/fssai-bans-plastic-aluminium-foil-packaging-for-pan-masala-only-paper-tin-and-glass-allowed-now-548630-2026-08-12\">FSSAI has issued the Food Safety and Standards (Packaging) Amendment Regulations, 2026 <\/a>in the Gazette of India, excluding plastic, plastic laminated packaging, aluminium foil and metallised layers from all pan masala products from today itself.<\/p>\n<p>The regulation is not a consultation paper or future deadline. It came into force the moment it was published. Now, only three categories of packaging\u2014paper\/paperboard\/cellulose, tin and glass\u2014are available for use by pan masala manufacturers in Uttar Pradesh, Madhya Pradesh, Rajasthan and Maharashtra, which has a combined share of more than 60% in the domestic pan masala market of \u20b948,456 crore. A total transformation of an industry that has been on cheap, multi-layer plastic sachets for decades. For packaging manufacturers, paper converters, tin container companies and glass bottle companies, it&#8217;s a supply-demand situation worth pursuing now.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"A_%E2%82%B948000_Crore_Industry_Without_Compliant_Packaging_%E2%80%94_The_Scale_of_the_Gap\"><\/span><strong>A \u20b948,000 Crore Industry Without Compliant Packaging \u2014 The Scale of the Gap<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>In India, the pan masala industry is very much dependent on a packaging format, which is now banned outright. The multipurpose plastic sachet proved cheaper to make at under \u20b90.10 per unit, offered waterproof packaging and supported high-speed printing. Manufacturers adopted it as the common packaging format to keep the product\u2019s retail price between \u20b91 and \u20b92. It has been a great format!<\/p>\n<p>On August 11, 2026, the food safety commissioners in all the States and UTs received a <a href=\"https:\/\/www.outlookindia.com\/national\/plastic-paper-tin-or-glass-fssai-issues-new-pan-masala-packaging-rule\">directive from the FSSAI <\/a>allowing them to conduct market inspections, recall of the food product at the manufacturer&#8217;s cost, seizure or withdrawal of stocks and suspension or cancellation of food licenses. This is not a warning, it&#8217;s a compliance deadline that&#8217;s already passed.<\/p>\n<p>This leaves a structural and immediate supply gap. The pan masala market needs food-grade paper packaging with a moisture barrier and printable surfaces, so buyers cannot source it as a commodity from a general paper mill. Tin containers for masala products require internal lacquering that is food safe and tolerances for optimal fit of lids. Glass jars need tamper evident closures and label stick on to a product that will be sold on open shelves in the kirana stores. India has in place the capacity in all the three segments which cater to other end-users like pharma, food processing and export. The vast majority of manufacturing in states is micro-scale, price-sensitive and utterly not ready to order compliant alternatives at the quantity and velocity required by the new regulation. The <a href=\"https:\/\/www.businesstoday.in\/latest\/economy\/story\/ban-on-plastic-sachets-for-pan-masala-packaging-soon-heres-what-fssai-says-527963-2026-04-29\">draft notification published on 28th April, 2026 <\/a>provided 60 days of public consultation which many brands have utilized for lobbying instead of changing their supplier. For a packaging manufacturer who is in a position to respond in 60-90 days, that emergency is your sales pipeline.<\/p>\n<p>The <a href=\"https:\/\/www.ibef.org\/industry\/paper-packaging\">paper and paperboard packaging industry <\/a>in India was already estimated to be worth of \u20b91.62 lakh crore (USD 19.4 billion) and expanding by 6.1% each year prior to this regulatory jolt. The pan masala mandate has thrown an extra layer of requirement on top of that trend. As per IBEF, India\u2019s per capita paper consumption stands at 15\u201316 kg, compared with the global average of 57 kg. This gap highlights significant opportunities to expand the country\u2019s paper supply chain and achieve higher margins before demand reaches its ceiling.<\/p>\n<p><strong>DPIIT&#8217;s Make in India program: <\/strong>Food packaging is an import substitution sector that is explicitly included in <a href=\"https:\/\/dpiit.gov.in\/make-in-india\">Make in India&#8217;s <\/a>framework. Based on the sector-specific PLI frameworks, domestic manufacturing of tin containers and speciality paper are eligible for capex incentives.<\/p>\n<p><strong>Micro and small units: <\/strong><a href=\"https:\/\/msme.gov.in\/eligibility-criteria-pmegp-scheme\">PMEGP <\/a>for micro and small manufacturing units provides Rs. 50 lakh maximum project support and subsidy of 15-35% of the project cost. It can be a paper pouch converting unit, a tin container fabrication unit or a glass jar filling and closure unit.<\/p>\n<p>Tax exemptions, patents assistance, and access to fast-track procurement under <a href=\"https:\/\/www.startupindia.gov.in\/content\/sih\/en\/startup-scheme.html\">Startup India scheme <\/a>are some of the benefits available to a registered packaging startup.
