The actual engineering procurement of the load occurs nearer to the load. Switchgear and control panels are used in every substation, every industrial facility, every commercial building, every data centre and every renewable energy plant to distribute, protect and control electrical power. These are some of the most long-lasting and viable business concepts in the electrical manufacturing industry today, given the massive public investments and the private sector that has been rolling out projects at a much faster rate than has been seen in India.

Switchgear encompasses a comprehensive product range, including LT (low-tension) switchgear panels, HT (high-tension) switchgear (to 36 kV), motor control centres (MCCs), distribution boards, power factor correction panels and automatic transfer switches. Control panels cover PLC based Automation Panels, SCADA interface cabinets and relay protection panels. These are individual products with individual customer base, technical certification requirement and margin profile. This wide-range is a blessing for an MSME entrepreneur as it allows several entry points that can be adapted to varying degrees of initial investment and technical skills.

<div The Revamped Distribution Sector Scheme (RDSS) provides more than ₹3 lakh crore for distribution infrastructure improvements such as feeder separation, underground cabling, smart metering and substation automation. A substation upgrade will involve new switchgear for each substation. All automatic feeders must have a control panel. Switchgear orders under this scheme alone are thousands of orders per year across India from the DISCOMs.

Industrial capex is also a positive contributor. Sustained demand for LT and HT switchgear at the plant level for India’s manufacturing drive – semiconductor fabs, chemical plants, data centres, EV battery plants and defence production. For a 100 MW data centre, for instance, dozens of medium-voltage switchgear panels and hundreds of LT distribution boards are needed. More than 50 motor control centres can be needed at a big auto production facility. This industrial demand is reoccurring, project-based, and less affected by consumer sentiment cycles.

The renewables industry provides additional momentum. Equipment needed for solar parks includes combiner boxes, string monitoring panels, inverter control cabinets, 33 kV switchgear at the pooling substation. Nacelle control panels, SCADA integration panels and step-up substation switchgear are all required for wind farms. With the renewable power target of 500 GW in India, the demand pipeline for panel manufacturers has been stretched for a decade, as they need to fulfill the technical requirements of EPC contractors as well as renewable IPPs.

Export Potential Is Larger Than Most MSME Founders Realise

The Indian switchgear companies are in a strong position to compete in export market, including Africa and southeast Asian countries. LT switchgear, MCCs and distribution panels are imported into countries such as Kenya, Nigeria, Ghana and Bangladesh in large quantities. Indian manufacturers can provide the same at a 20-35% lower price as compared to European offers that meet IEC standards. The EEPC India is actively helping the electrical equipment exporters in market access. If the MSME has a good product quality record and is well certified, they can build a good export base in 2–3 years after establishment.

Government Policies and Support for New Manufacturers

Make in India and BIS Certification Preference

As per the guidelines of the Make in India Policy, Switchgear and Control panels purchased by Central and State Government Departments will need to comply with the BIS certification standards. LT switchgear assemblies are covered by IS 8623. The HT switchgear above 1 kV is covered by IEC 62271. In a government procurement arena where public utilities and infrastructure agencies dominate, manufacturers who sell the products that have been marked by BIS are given a special advantage in government tenders.

MSME Schemes: Credit Support and Capital Subsidy

Collateral-free loans are provided by the Ministry of MSME’s CGTMSE scheme for eligible manufacturing MSMEs up to ₹5 crore. Switchgear manufacturing unit is a manufacturing enterprise and under the PMEGP guidelines, the capital subsidy amount is available at a rate of 15–35% depending on the category and location. With reliability and certification being a key concern for switchgear buyers, the ZED (Zero Defect Zero Effect) scheme offers economic benefits to MSMEs that meet quality standards.

PLI and State Industrial Incentives

Under the Production Linked Incentive Scheme by Ministry of Heavy Industries, incentives are provided to the white goods and electrical equipment categories. The customer base is wide, ranging from residential to commercial construction projects, industrial plants, hospitals, educational institutions, and infrastructure projects. Some panel manufacturers have built relationships with main contractors (MEP mechanical, electrical and plumbing) and electrical consultants, allowing them to have a firm order pipeline without significant marketing activity.

To manufacture LT panels, they need to have sheet metal fabrication skills, busbar assembly skills, and understanding of IEC 61439 / IS 8623 standard requirements. The basic equipment investment is from ₹60 lakh to ₹1.5 crore in a starter plant that takes orders for a rating of up to 4,000A. Working capital needs are huge because panel manufacturing is order-led, and manufacturers procure raw materials such as busbars, MCCBs, contactors, and metering devices based on specific BOQs. EBITDA margins in this segment generally range from 14–20%, and customised or engineered panels can achieve higher margins than standard distribution boards.

Business Idea 2: Motor Control Centre (MCC) and Starter Panel Manufacturing

The most technically sophisticated and commercially successful products in the LT switchgear category are motor control centres. MCCs regulate and secure electric motors in industrial facilities, such as pumping stations, water treatment plants, chemical plants, HVAC systems, and process industries. Each MCC is a custom-engineered product, designed to the client’s motor list and process requirements. This customisation premium can allow MCCs to achieve margins of 18-26% EBITDA which are much higher than those of regular distribution panels. The customer values the engineering expertise and after-sales support that the manufacturer offers.

A dedicated MCC manufacturing unit will need more electrical engineering skills than an LT panel shop. The team must provide coordination studies, motor starting calculations, protection relay settings, and sometimes integration of the PLC-based control. Customers are engineering consultants, EPC contractors to process plants, and large industrial buyers who place multi-panel framework orders. The typical investment required for an MCC-based unit is between ₹1.2 crore and ₹2.5 crore, covering the investment in CAD based engineering workstations, testing bays and in the sheet metal and wiring infrastructure. A well-sited unit with a known customer base can achieve a shorter payback period than many manufacturing businesses in this range, usually within 3–5 years.

Switchgear and control panels support power distribution, protection and automation across industrial and infrastructure projects.

Business Idea 3: HT Switchgear Panel Manufacturing (11 kV to 36 kV)

High-tension switchgear, such as ring main units (RMUs), vacuum circuit breakers (VCBs) and metal-clad switchboards (36 kV to 11 kV), caters to the market for high-voltage utilities. A technically advanced product line, compliant with IEC 62271-200, types tested and with NABL accredited test certificates. But the return on investment is greater for the commercial. The power utilities, captive power plants, renewable energy developers, and large infrastructure projects all buy HT switchgear panels, which cost from ₹5 lakh to ₹50 lakh per panel.

It involves a huge capital investment in type test (₹30 – 50 lakhs for initial type test certification), precision assembly facilities, sourcing of vacuum interrupters from China, Germany or Korea and high voltage test equipment. The investment amount in the entire plant is usually between ₹3 crore to ₹6 crore. But it is much shallower at the MSME level than at the LT level — there are few small manufacturers with the technical skills to supply type-tested HT switchgear. This scarcity premium, plus constant demand for grid upgrades and renewable energy projects makes this one of the most secure manufacturing business roles in the electrical equipment business.

Related Article: Top Electrical Insulation Manufacturing Business Ideas in India (Low Investment, High Demand MSME)

Business Idea 4: PLC-Based Automation and Control Panels

At the crossroads of electrical manufacturing and industrial automation are automation and control panels, including PLC-based control cabinets, SCADA interface panels, instrumentation junction boxes and drive control panels. The market for intelligent control systems is accelerating across the process industry, water utilities, food processing, pharmaceutical, and renewable energy sectors as Indian manufacturers upgrade their operational technology. A manufacturer here provides products for system integrators, EPC contractors or directly to plant operators for the replacement of legacy control systems.

The skill set needed for this product line should be quite different from that of traditional switchgear; PLC programming skills (Siemens, Allen-Bradley, Mitsubishi), SCADA software knowledge, network integration skills (Modbus, Profibus, Ethernet/IP), and UL/IEC friendly wiring practices. The business can follow a product-plus-service model by offering commissioning and annual maintenance contracts alongside panel supply. This approach will significantly improve revenue visibility and customer retention. The investment to start a small automation panel unit range from ₹80 lakh to ₹1.8 crore and the return on engineering services is greater than the investment, which makes this one of the highest return manufacturing business ideas for persons with a technical background in the electrical sector.

Import-Export Opportunity Analysis

Import of significant quantities of HT switchgear components comes mainly from China, Germany and South Korea, with the bulk of the import being mainly vacuum interrupters, SF6 circuit breakers above 33 kV and solid insulated switchgear (SIS). The consistent inflows of these components, at the HS code level, as per import data from Directorate General of Foreign Trade (DGFT). Manufacturing of vacuum interrupter assembly or solid insulation switchgear by a domestic manufacturer fills a gap in import substitution and is eligible to enjoy government preference in tenders under domestic content norms upon BIS certification.

Indian LT and MCC manufacturers already have a strong foothold in the markets of East Africa, West Africa, Bangladesh and Sri Lanka in the exports area. It is simple: Indian manufacturers are able to offer the equipment that meets IEC standards at 20-35% lower price than the European product, and with a quicker delivery. The export financing navigation, market linkage support and export documentation assistance for MSME exporters are provided by the Export Promotion Council for EOUs and SEZs (EPCES) and EEPC India. If a switchgear manufacturer generates ₹5 – 10 crores of domestic income, it is a worthwhile revenue diversification with increased factory capacity utilisation by developing 15 – 25% export mix.

Indian MSME Success Stories in Switchgear and Panel Manufacturing

C&S Electric: From MSME Roots to National Leader

Shyam Sunder Bhattia established C&S Electric in Delhi, making it one of the most educational examples of organic MSME growth in the Indian switchgear industry. It began as a small switchgear assembly company, and gradually developed product line, certifications and distribution depth over decades. Over time, C&S increasingly diversified into other markets such as LT switchgear, HT switchgear, bus ducts and energy meters, which allowed it to service almost all segments of the electrical equipment business. Quality and business depth that was later to be proven by the acquisition of the company by the Siemens group. For new bidders: don’t rush diversification; it will be a more stable platform than a scattershot approach, and it will require one product at a time to be certified.

Rishabh Instruments: Quality Certification as a Growth Engine

Rishabh Instruments, based in Nashik, Maharashtra, demonstrates how a focused MSME in the electrical instruments and panel metering segment can scale to a listed company through quality investment and export market development. Built its reputation on DIN-rail instruments, panel meters, and current transformers — niche products with strong quality differentiation. By achieving IEC certifications and building export presence in Europe and North America, the company moved into higher-margin segments than domestic-only competitors. For a panel manufacturer, the Rishabh story underscores that export markets reward quality discipline more directly than domestic markets, where price pressure is often dominant.

Havells and the MSME Ecosystem It Built

While Havells Industries is no longer an MSME, its supply chain tells an important story for new entrepreneurs. Havells sources significant volumes of components — busbars, cable accessories, enclosures, and wiring accessories — from MSME manufacturers in the Haridwar and Neemrana industrial clusters. Several of these MSME suppliers have grown into ₹20–50 crore businesses by anchoring their capacity to a single large anchor customer while progressively diversifying their client base. For a new switchgear or panel manufacturer, identifying one or two anchor customers — a large EPC contractor, a DISCOM, or an industrial buyer — and building a reliable supply relationship with them is often a more effective early growth strategy than spreading marketing efforts thinly across the market.

Choose the right startup backed by real market demand

The Role of a Detailed Feasibility Study Before You Invest

Switchgear and control panel manufacturing looks straightforward from the outside — sheet metal, electrical components, assembly. What is the minimum investment to start a switchgear and control panel manufacturing unit?

A small LT panel fabricating unit can be initiated from a sum of 60 lakh – 1.5 crore, including the entire equipment for manufacturing sheet metal parts, painting facility, fabrication and testing instruments as well as initial operating costs. MCC and HT switchgear units require higher investment in the ₹1.2 crore to ₹6 crore range depending on product complexity and testing capability. Automation panel units can start at ₹80 lakh if engineering software, workstations, and component inventory are managed carefully.

Q2. Do I need BIS certification to sell switchgear panels in India?

You need to comply with BIS certification as per IS 8623 for LT switchgear to offer products for sale to government utility clients, government housing infrastructure projects and a number of large industrial players who specify BIS in their supply orders. In the case of HT switchgear, one can meet with IEC 62271-200 type testing only. While BIS is less often specified for the panels on the project with some small commercials and houses, it’s best to build to BIS compliance right from the beginning for the higher value customer segments.

Q3. What are the most important raw materials and how should I manage procurement?

The important components used in LT panel enclosures include copper bus bars, molded case circuit breakers, miniature circuit breakers, contactors, relays, meters, and enclosures. We procure most of these components from Siemens, L&T, Schneider, and ABB. We also source them from their certified channel partners and vendors. A new manufacturer should negotiate volume-based pricing with two or three distributors. The manufacturer should also maintain a four-to-six-week inventory buffer. This helps manage project-driven demand patterns. For HT switchgear, vacuum interrupters are the most critical and expensive components. Manufacturers should source them from established suppliers in China or Germany. Indian assemblers with approved quality certifications are another sourcing option.

Q4. How long does it take to get the first commercial order after setting up a panel unit?

For LT panels, the sales cycle is relatively fast. An established relationship with a single MEP contractor or electrical consultant can generate the first meaningful order within 3–4 months of setup. For MCCs and HT switchgear, the pre-qualification and approval process can take 6–12 months. This process usually involves large EPC contractors or utilities. Most experienced founders recommend developing 2–3 anchor customers before commissioning the plant. This approach ensures that the order pipeline is already in place when production capacity is ready.

Q5. Can a new manufacturer compete with brands like ABB, Siemens, and Schneider Electric?

Direct competition for large, brand-specified projects is not the starting strategy. However, large segments of the switchgear market are genuinely open to MSME manufacturers — particularly mid-scale industrial projects, regional DISCOM tenders, and EPC contractors looking for cost-effective alternatives to MNC brands for standard panel designs. The winning strategy for a new MSME is to achieve BIS certification, deliver consistent quality on early orders, build a service reputation, and grow the customer base organically. Several successful MSME panel manufacturers have built ₹10–30 crore businesses in regional markets without ever competing directly with ABB or Schneider.

Q6. What government schemes are most relevant for a switchgear manufacturing startup?

The CGTMSE scheme under the Ministry of MSME provides collateral-free credit up to ₹5 crore — highly relevant for term loan financing of plant and machinery. PMEGP provides 15–35% capital subsidy for new manufacturing units. State industrial policies in Gujarat, Telangana, Andhra Pradesh, and Rajasthan offer additional support including power tariff subsidies, stamp duty exemptions, and interest subsidies on term loans. The DPIIT Startup India recognition also provides tax benefits for eligible manufacturing startups. Entrepreneurs should approach the District Industries Centre in the target state to map available scheme benefits before finalising the project.

Conclusion: A Market That Rewards Engineering Discipline

Switchgear and control panel manufacturing is not a commodity business. It is an engineering-driven sector where quality, certification, and customer relationships compound over time. Grid modernisation, industrial capex, and renewable energy drive structural demand, which will remain strong for at least the next decade. For a first-generation entrepreneur with electrical engineering capability and business ambition, this sector offers multiple well-differentiated entry points, from accessible LT panel assembly to specialised HT switchgear and intelligent automation panels.

The businesses that succeed in this space share common characteristics. They choose a clear product focus and earn the right certifications. They also deliver consistent quality on early projects and build customer trust systematically. This is a replicable model. Moreover, India’s electrical infrastructure market is growing rapidly. Therefore, new and well-prepared players have significant opportunities to build successful businesses.

References and Further Reading

Ministry of MSME – Schemes and Incentives

DPIIT – Make in India Initiative

DGFT – Export Import Policy

EEPC India – Engineering Export Promotion Council

Ministry of Heavy Industries

EPCES – Export Promotion Council for EOUs and SEZs

Switchgear and Control Panel Manufacturing Most people imagine solar parks, wind farms and thermal plants when they think…
[18013,17384,17376
20869,20867,20865,20866,20868,20864,20863

post-35619","post","type-post","status-publish","format-standard","has-post-thumbnail","category-market-research-trends","category-manufacturing-business-ideas","category-msme-small-scale-industries","tag-electrical-equipment-business-ideas","tag-electrical-panel-manufacturing-business","tag-ht-switchgear-manufacturing","tag-mcc-panel-manufacturing","tag-power-distribution-equipment","tag-switchgear-and-control-panel-manufacturing","tag-switchgear-manufacturing-business","cs-entry

Switchgear and Control Panel Manufacturing Business in India

<meta name="author" content="P.K.
